The usual answers to this question are “you miss every shot you don’t take” and “never apply unless you meet every requirement”. Both ignore the only thing that decides it: whether the specific thing you are missing is load-bearing for this specific role.

Should I apply if I do not meet every requirement?

Usually yes, because a requirements list describes an ideal hire who rarely applies. The exceptions are narrow and specific: of the 129 situations mapped here, 14 are genuinely hard constraints — licences, clearances, work authorisation and location rules the employer cannot waive because the decision is not theirs. The rest are preferences written firmly, and the question for those is whether the thing you are missing is the reason the role exists or one line on a wish list.
