About this role

Position Summary PMA Consultants is seeking an experienced Project Controls Manager to support a large, multi-year capital project at San Francisco International Airport (SFO). This position will lead project controls for the delivery of a new catering facility utilizing Progressive Design-Build. The Project Controls Manager will provide independent cost, schedule, and risk analysis to support project decision-making throughout design, procurement, construction, commissioning, operational cutover, and closeout. Note: This opportunity is available at multiple levels. Final placement will be determined based on the selected candidate’s experience, skills, and alignment with business needs. Position Responsibilities • Develop and maintain the integrated master schedule, incorporating procurement, environmental and regulatory reviews, permitting, long-lead equipment, construction, commissioning, and operational cutover.

• Maintain the master budget and cost plan and establish procedures for open-book cost development and design-to-budget management.

• Prepare independent cost estimates and schedule analyses and lead reconciliation with the Design-Builder at established project milestones.

• Evaluate early-work packages, work-package Guaranteed Maximum Prices (GMPs), and the final GMP to support construction authorization.

• Manage the project risk register, contingency and allowance tracking, change control, and forecasting.

• Review invoices and monitor phase-specific Not-to-Exceed (NTE) amounts, cost-to-complete, and projected final cost.

• Identify cost and schedule trends and potential impacts and provide recommendations for corrective action.

• Develop weekly, monthly, and executive-level reports and maintain project controls dashboards within the Project Management Information System (PMIS).

• Track and report supplier diversity participation and other required project performance metrics.

• Coordinate with project management, design, construction, procurement, and other stakeholders to support integrated project delivery.

• Support project controls activities through commissioning, operational cutover, stabilization, and closeout.

• Other duties as assigned.

Position Qualifications • 10+ years of project controls experience on large, complex capital projects.

• Bachelor’s degree in Engineering, Construction Management, Architecture, Business, Finance, Accounting, or a related field is preferred. Relevant experience may be considered in lieu of education.

• Experience with Progressive Design-Build, CM-at-Risk, or similar collaborative delivery methods, including GMP development and open-book pricing.

• Advanced proficiency with Primavera P6 and integrated master scheduling.

• Strong knowledge of cost management, forecasting, risk management, and change control.

• Experience with a Project Management Information System (PMIS) such as e-Builder, Kahua, Procore, or similar.

• Strong analytical and communication skills, including the ability to present project information to leadership and executive stakeholders.

• Experience supporting airport, aviation, public-agency, or similarly complex capital projects is preferred.

• AACE certification (PSP, CCP, or DRMP) or PMP certification is preferred.

Additional Requirements

Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.

Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
